I observe that items 21, 22 and 23 under Public Works Extraordinary not placed on the 1901 Estimates, and I am unable to trace any despatch asking for sanction for being works, in accordance with the procedure laid down in Colonial Regulations Nos 344 to 348. In each case, however, work appears to have been done in 1901. I shall be glad to know why these works, involving an estimated Expenditure of $107,000 were not submitted to me but have been carried out.
1. Subject to the foregoing observation, I approve these Estimates and I have to inform you that H.M. will not be advised to exercise His powers of disallowance in respect thereof.
